Resolution 68: A Launchpad for Private Sector Growth and Digital Transformation in Vietnam

May.07.2025

On May 4, 2025, the Politburo issued Resolution 68-NQ/TW, for the first time identifying the private sector as one of the most vital drivers of the national economy. This is not merely a recognition of its role but a clarion call for a new era of development—where digital transformation is no longer an option but the inevitable path to breakthrough success.

In this context, Vietnamese private enterprises, especially Small and Medium Enterprises (SMEs), stand before unprecedented opportunities: open policies, stronger protection of business freedom, and a commitment to institutional support, capital, digital infrastructure, and innovation.

1. Opening a New Era for Private Enterprises

Resolution 68 sets forth ambitious visions and specific targets:

  • By 2030: 2 million active enterprises; private sector growth of 10–12% per year; contributing 55–58% to GDP; and creating 85% of total employment.

  • By 2045: 3 million private enterprises; contributing over 60% to GDP; deeply integrated into global supply chains; and competing effectively on regional and international stages.

Strategic reforms include:

  • Regulatory Streamlining: Reducing administrative processing time, compliance costs, and business conditions by 30% in 2025.

  • Financial Access: Expanding access to unsecured loans, intangible assets, and green credits.

  • Sandbox Testing: Implementing regulatory sandboxes for new business models like AI, blockchain, and digital assets.

  • Innovation Incentives: Tax exemptions and reductions for investments in R&D and digital transformation.

2. Digital Transformation – The Lever for Private Sector

Digital transformation is not just about adopting technology; it’s about reimagining operational models to boost efficiency, cut costs, optimize customer experiences, and scale markets. Supported by Resolution 68, private enterprises can:

  • Easily access capital for investments in automation and high-tech.

  • Leverage the state-driven digital ecosystem, from land management to e-transactions.

  • Integrate deeper into the global value chain through digital platforms.
